Warrant: Child care worker grabbed arm, dragged toddler

An Orangeburg woman is facing a charge of unlawful conduct toward a child after she allegedly “did grab the juvenile forcefully by the arm and dragging the juvenile victim several feet prior to forcing the juvenile victim into a chair,” according to an arrest warrant.

Orangeburg Department of Public Safety officers arrested Barbara Varn Fogle, 64, of Prestige Court, who is facing one count of unlawful conduct toward a child.

First Baptist Church Orangeburg Childhood Development Center Director Brooke Rogers confirmed Fogle was an employee there when she allegedly disciplined a child inappropriately. She has since been terminated.

Rogers said Fogle worked at the child development center for approximately four years.

According to an Orangeburg Department of Public Safety incident report, officers responded to the center, located at 2875 Columbia Road, on Friday at 11:12 a.m.

The father of a 2-year-old told officers that the director contacted him about an alleged inappropriate interaction between a staff member and the 2-year-old.

Both the child’s father and a public safety officer reviewed surveillance video, which appears to show Fogle “forcefully grab the 2-year-old by his upper arm,” the incident report states.

“Fogle did then drag the toddler several feet across the room before forcefully placing him in a chair,” the incident report stated.

Fogle appeared before Orangeburg Municipal Judge Virgin Johnson on Friday. He set her bond at $2,500 cash or surety, with a 10% payment option. She’s since posted bail.

If convicted of unlawful conduct toward a child, Fogle faces a court-imposed fine, up to five years in prison or both.

The child’s father contacted The T&D to state that his family does not blame the child care center. “We are very pleased with the professionalism and the conduct of the director and staff in this incident.”
