At an in-home daycare in Middletown, police say security footage captured the owner dragging and kicking the children in her care.
Angela Flewelling, the 46-year-old owner of Primary Colors Family Daycare, was arrested Monday and charged with felony child abuse and three counts of endangering a child’s welfare.
