Minors come out with sexual assault allegations at former daycare

ANNANDALE, Va. (WDVM) — A 35-year-old man faces eight felony charges after several victims accused him of sexual assaulting them while they were cared for at Happy Land Daycare as juveniles. The daycare cared for kids between eight weeks to 12-years-old.

Thomas Elwood is facing charges of rape, sexual battery and abduction with intent to defile for alleged crimes that occurred at Happy Land Daycare located on Holy Oak Drive in Annandale. At a press conference Wednesday, police said Elwood was a resident of the home in which the daycare was operating out of.

The daycare was shut down shortly after Elwood was arrested in 2012 for similar crimes the victim alleged happened in 2002. Elwood was a registered sex offender on active probation at the time of his arrest.

In July of 2019, another victim came forward. Police say they identified Elwood by name. Detectives reopened their investigation into Elwood’s employment at the daycare from 1999 to 2012.

During their investigation, two additional victims came forward.
