I9: Child sex offender arrested second time for visiting daycare in recent months

DUBUQUE, Iowa (KCRG-TV9) — Convicted child sex offender Joseph Simon of Dubuque is back in custody after police say he was at a daycare in that city. Visiting the daycare breaks the terms of the sex offender registry concerning “exclusionary zones”.

Simon pleaded guilty to assault with intent to commit sex abuse related to an incident in 2011 where he admitted to police that he paid two boys so he could perform sex acts on them. Back then Simon was a substitute bus driver for the Western Dubuque Community School District.
